To whom it may concern:

We are writing to invite your company to participate in quotation on the Owner’s Engineer for the Turpiales Project.

1、Procurement scope

China Three Gorges Latam Holding S.à r.l. (hereinafter “CTG Latam” or the “Company”) is a wholly owned subsidiary of China Three Gorges Corporation (through CTG International), the largest clean energy group in China and one of the world's largest hydropower developers. The company conducts overseas acquisitions and post-transaction management, with a focus on renewable energy in Latin America.

Currently, The Company requires the support of a specialized Consultant (hereinafter the “Bidder”) for the Technical-Administrative Supervision in the stages of preconstruction, detailed engineering, supplies, construction, commissioning and start-up (including COD declaration), and construction phase closure (including the Punch List and the CNO 1612 agreement) of the solar photovoltaic Project Turpiales, which has the following general characteristics:

Note: The Bidder will have access to the project data room once the non-disclosure agreement has been signed; R&D projects may included in the development process of the project.

2、Requirements and materials for participation

(1) Qualification requirements: Bidders shall be a legally registered enterprise for more than 5 years.;

(2) Financial requirements: Bidders shall have no continuous deficit in the past 2 years, audited financial report required (2021and2022, English version);

(3) Performance requirements: In the past 3 (three) years, the bidders should have similar solar projects’ experience which the capacity should over 300 MW (The contract needs to be signed between August 2021 and August 2023) in total, among which, at least 1 project should be in Colombia. Materials: Need to provide any official (with signed) materials that can be seen as Proof of Technical Capacity (refer Annex B for detailed information);

(4) Team requirements: The project team leader shall have successfully led 3 (three) similar projects in 8 (Eight) years; beside team leader, the team composition, such as quantity, seniority, is also needed to provide. On-site team should at least include Project manager (1), Site manager (1), Project Engineer (1), Civil Supervisor (1) and Civil Engineer (1), Electrical Supervisor (1) and Electrical Engineer (1), Environmental Engineer (1), Social Engineer (1), Health and Safety Engineer (1), Mechanical Engineer (1), Contract Engineer (1), and Logistic Engineer (1). Materials: please refer to Annex B for detailed information;

(5) Credit requirements: Bidders are required to complete Annex E and also adhere to the CTGI Compliance Policy (Annex F).

*Notes (importANT)：

  1. The requirements and materials above are threshold for participation and shall be met at the same time.
  2. The Bidders may be required to provide the supporting documents to prove that the above requirements are met.
  3. The Bidders shall ensure the authenticity and validity of the provided information.
  4. Any provision of false information will result in the Bidder being disqualified/rejected or even bear the corresponding legal responsibility.
  5. If authorization is involved, the power of attorney or equivalent documents should be provided.

3、Acquisition of the Procurement document

For Bidders in China:

3.1 The bid invitation documents will be released from 09:00 on November 16, 2023 to 17:00 on November 26, 2023 (Beijing time, the same below).

3.2 The bid invitation documents are only available for free in electronic version.

3.3 Interested bidders shall visit the new electronic procurement platform of CTG Corporation (website: (hereinafter referred to as "new platform"; service hotline: 400-665-1995 ext 2) for free registration as a registered supplier:

(1) For supplier users who already have registered an account on the old electronic procurement platform of CTG Corporation , CTG Latam linkedIn at the same time.
