1. Tender Conditions
China Three Gorges Spain S.L.U. is planning to implement the MULA_CW_Drainage Rehabilitation project in Spain. The scope of this Request for Proposal (RFP) is to engage a contractor to carry out drainage system improvement works at the MULA PV Plant. This RFP is now open for public tender.
Tenderee: China Three Gorges Spain S.L.U. (CTGS).
Tendering Agent: China Three Gorges International Tendering Co., Ltd.
Project Funds: Tenderee’s own funds.
Procurement Method: International Competitive Bidding.
*Important Note: No supplementary documents will be accepted after the Bid Submission Deadline. Failure to submit all required documents in a single submission may result in the proposal being deemed non-responsive. All required contents must be submitted in strict accordance with Annex 5: Bid Submission Checklist.
2. Project Overview and Tender Scope
2.1 Project Overview
The Mula Solar PV Project is located approximately 10 km southeast of Mula town, in the Murcia region of Spain, with a total installed capacity of about 492 MWp. The site covers roughly 650 hectares of rural, undeveloped, and hilly terrain. The PV plant commenced operation in 2019.
The PV plant is subdivided into 33 subparks. The picture below shows the plot plan of the PV Plant.
In recent years, several torrential rain events have caused flooding and erosion issues across the plant. Following a comprehensive hydrological and hydraulic study, we identified that the existing drainage system has insufficient capacity. Based on the study, a series of engineering measures has been proposed for implementation to improve the system’s performance, mitigate the identified risks and improve the operational safety and stability of the plant.
2.2 Tender Scope
The scope of work shall be defined by the Construction Documents and the BOQ (Annex 1)
The Contractor shall execute all works necessary for the proper completion of the project, including but not limited to
1.1. Execution of all drainage works in accordance with the Construction Plan and applicable specifications, including
• Construction of channels below the panels
Construct small concrete/ earth channels beneath the lower edge of the panels to collect runoff water directly from the panel surfaces and convey it to the nearest drainage network
• Construction of new ditches
Construct new ditches to complement the existing drainage system and, in some cases, replace certain elements in order to increase its capacity.
The ditches are designed with varying dimensions.
• Installation of energy dissipation measures
Install various energy dissipation and erosion control measures, including rock riprap protection, gabion walls, concrete slabs, fords across access roads, and energy dissipation basins, etc.
• Repair the damaged ditches
Repair the existing damaged ditches to restore and ensure the proper performance of the drainage system.
• Repair gullies by using material from on-site excavation.
Repair the gullies to mitigate further erosion damage, prevent their progressive enlargement, and facilitate the efficient flow of runoff to the most suitable drainage point.
1.2. Performance of surveying (topographical works)
The Contractor shall carry out all necessary surveying and topographical works required for the execution of the Works, including but not limited to setting out, verification of levels and any other measurements required to ensure compliance with the design and specifications.
Provision of welfare and sanitary facilities on site The Contractor shall provide, install, maintain, and remove upon completion all necessary welfare and sanitary facilities for site personnel, in compliance with applicable regulations.
1.3. Supply of all required materials
The Contractor shall supply all materials necessary for the execution and completion of the Works, ensuring that such materials comply with the technical specifications, quality standards, and applicable regulations.
1.4. Provision of all personnel, machinery, and tools
The Contractor shall provide all qualified personnel ( including Site manager, production manager, surveyor, foreman, safety coordinator, operators) , equipment, machinery (excavators, loaders, graders, compactors, dump trucks, cutters, compressors, vibrators, concrete mixers, cranes) and tools required for the proper execution of the Works, ensuring that all resources are adequate, properly maintained, and compliant with applicable standards and regulations.
The Contractor shall include with the offer a detailed organizational chart identifying all positions assigned to the execution of the project.
1.5. Construction management and overall coordination of the Works
The Contractor shall be responsible for the planning, organization, management, supervision, and coordination of all activities related to the Works, including subcontractors, to ensure timely and efficient execution in accordance with the Contract requirements.
The Contractor shall also coordinate all activities with the O&M Contractor Company (COBRA), to ensure proper integration of the Works with ongoing plant operations and to avoid any disruption to the facility.
The Contractor shall implement appropriate communication and reporting procedures, including weekly and monthly progress reports, maintenance of an incident log, and participation in regular coordination meetings with the Client and relevant stakeholders.
The progress reports format will be agreed with the client once signed the Contract.
1.6. Implementation of health and safety measures
The Contractor shall implement and maintain all necessary health and safety measures in accordance with applicable laws, regulations, and site requirements, including risk assessments, training documentation, safety procedures, provision of personal protective equipment (PPE), and continuous monitoring of site safety conditions.
1.7. Care of Works
The Contractor is fully responsible for any loss or damage to the Facility during the execution of the Works and must promptly repair it at its own cost without disrupting ongoing operations
1.8. Waste Management and implementation of Environmental
The Contractor shall be responsible for the proper management of all waste generated during the execution of the Works, including collection, handling, transportation, disposal and documentary supporting, as well as the implementation of environmental protection measures, in full compliance with applicable environmental laws and regulations.
1.9 Insurance
The Contractor shall procure and maintain, at its own cost, all mandatory insurance required by applicable laws and regulations, including:
• Workers’ Accident Insurance;
• Vehicle and machinery liability insurance;
• Civil Liability Insurance;
• Transport Insurance for equipment and materials;
• Any other legally required insurance.
Under all insurance policies contracted, the Client, the Contractor, and all Subcontractors participating in the Project shall be considered insured parties, according to their respective interests.
All insurance policies contracted shall include a clause releasing the Client and the Owner from liability, with any right of recourse against them being waived by both the insured parties and the insurers under such policies.
Insurance certificates and policy copies shall be submitted to the Client prior to commencement of the Works.
All deductibles, uninsured amounts, and insurance premiums shall be borne solely by the Contractor.
1.10 Bank Guarantee Requirements
The Contractor shall provide the following bank guarantees issued by a first-class bank in Spain. All guarantees shall be unconditional, irrevocable, and payable upon first demand.
1.11 Delay Penalty Requirements
The Contractor shall comply with the execution schedule and all contractual milestones subject to delay penalties.
In the event of delay in the execution or contractual milestones, delay penalties shall apply on a weekly basis, subject to a maximum cumulative penalty limit as defined in the Contract.
1.12. Documentation:
The Contractor shall provide all the technical documentation and establish, implement and maintain a comprehensive Quality Documentation System to ensure full traceability, verification and compliance with all works performed under the project's scope,including but not limited to:
• As-built drawings.
• Material certificates and technical data sheets for all materials supplied.
• Quality management plan (including responsibilities, work procedures, templates for records, checklists and quality forms, document control, …) and Inspection and Test Plan covering all activities of the works.
• Work execution records and site logs.
• Survey and topographical reports, including setting-out and final measurements.
• Inspection and acceptance records, including tests, checklists and approvals.
• Photographic records of the works, before, during, and after execution.
• Any other documentation required by the Contract, applicable regulations, or the Client
All records shall be made available throughout the execution period and shall form part of the Final Handover Documentation.
3. Qualification Requirements
- Qualification Requirement: The bidder shall be a legally registered enterprise.
- Financial Requirement: The bidder shall be in good financial condition for recent 2 years.
- Performance Requirement: The bidder shall demonstrate experience by providing evidence of at least 2 successfully completed civil works projects for photovoltaic (PV) plants in Spain within the past 5 years.
- Team Leader Requirement: The project team leader shall have at least 8 years of relevant experience and shall have led or co-lead 5 similar projects. The project team leader must be fluent in English.
- Credit Requirement: The bidder shall have no negative contract disputes and litigation records in the last 2 years and shall have passed CTGE’s supplier due diligence process and shall not be listed with a credit rating of D in CTGE’s supplier credit evaluation.
4. Acquisition of Tender Documents
The tender documents will be published at 2:00 p.m. on July 17, 2026 (Local Spanish time, hereinafter referred to as CET). (the same as below).
The tender documents are only available in electronic form and are free of charge.
Potential bidders must complete registration through the China Three Gorges International ERP system on the ARIBA platform ( ad/selfRegistration),.The bidder will send the electronic bid documents to the ARIBA platform after the registration.
Bidders shall log into the ARIBA platform ( ) to download the tender documents. The ARIBA Platform User Manual for bidders is provided as an attachment to the tender documents (please refer to the Annex 0 for the user manual).
5. Submission of Bid Documents
The deadline for submission of bid documents (Bidding Submission Deadline, the same below) is August 7, 2026, at 12:00 p.m. (noon) CET.
The submission of bid documents shall be made online and bid documents shall be successfully submitted to ARIBA before the Bidding Submission Deadline. The tenderee shall not accept the bid documents submitted after the Bidding Submission Deadline.
6. Bid Opening Time
Bid Opening Time: same as the Bidding Submission Deadline.
