项目已具备招标条件，现对该项目施工进行公开招标。
1.2本招标项目为资阳市行政区域内的国家投资工程建设项目， 资阳市雁江区发展和改革局 （核准机关名称）核准（招标事项核准文号为 资雁发改审批〔2023〕78号 ）的招标组织形式为 委托招标 。
招标人选择的招标代理机构是 四川蓉锋项目管理 。
2. 项目概况与招标范围 2.1 建设

3. 投标人资格要求 3.1 本次招标要求投标人须具备 具备国家行政主管部门颁发的公路工程施工总承包三级及以上 资质，近 0 （0-5）年已完成不少于 0 （0-3） 个类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。
投标人应进入交通运输部“ 全国公路建设市场信用信息管理系统（http：//glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。
3.2 本次招标: ? 接受联合体投标，联合体所有成员数量不得超过 2 家，联合体应具有的资格条件要求：详见投标人须知前附表。
3.3 各投标人均可就上述标段中的 1 （具体数量）个标段投标。
被招标项目所在地省级交通运输主管部门评为 C级及以上 信用等级的投标人，最多可对 1 （具体数量）个标段投标。
但最终只能中 1 个标段，每个投标人信用等级的认定条件为： 四川省交通运输厅网站上公布的信用等级。
3.4 与招标人存在利害关系可能影响招标公正性的单位，不得参加投标，单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
3.5 在“信用中国”网站（http ：// /）中被列为失信被执行人名单的投标人，不得参加投标。
