1. 招标条件
1.1本招标项目 巴中市增发国债森林草原防火道路建设项目（经开区） (项目名称)已由 巴中市发展和改革委员会 (项目审批、核准或备案机关名称)以 巴发改审【2024】4号 （批文名称及编号）批准建设，施工图设计已由 四川矩阵工程技术咨询 （批准机关名称）以 22631-202404-002 （批文名称及编号）批准建设，项目业主为 巴中市林业局 ， 建设资金来自 增发国债资金和地方财政配套资金 （资金来源），项目出资比例为 100% ，
项目已具备招标条件，现对该项目施工进行公开招标。
1.2本招标项目为巴中市行政区域内的国家投资工程建设项目，巴中市发展和改革委员会（核准机关名称）核准（招标事项核准文号为 巴发改审【2024】4号 ）的招标组织形式为 委托招标 。
招标人选择的招标代理机构是 四川中祥德明工程技术服务 。
2. 项目概况与招标范围
2.1 建设
主要包括路基土石方开挖工程；路面10cm泥结碎石路面；Ф0.5m钢筋混凝土涵管84m，Ф0.8M钢筋混凝土涵管35m；交叉工程2处；波形钢板护栏1270m，AT1端头12处；单柱式铝合金标志牌8块等 ； 2.3 计划工期： 150日历天 ； 2.4 招标范围 本项目施工图纸及清单范围内所包含的全部工作内容 ； 2.5 标段划分： 施工I标段 。

3. 投标人资格要求
3.1本次招标要求投标人须具备独立企业法人资格，且具备国家行政主管部门颁发的公路工程施工总承包三级及以上资质，省外企业须提供《四川省省外企业入川从事建筑活动备案证》或《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外建筑企业入川信息报送电子登记表》 资质，近 3 （0-5）年已完成不少于 1 （0-3） 个类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。
投标人应进入交通运输部“ 全国公路建设市场信用信息管理系统（http：//glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。
3.2 本次招标: ? 不接受联合体投标。
3.3 各投标人均可就上述标段中的 1 （具体数量）个标段投标。
被招标项目所在地省级交通运输主管部门评为 C级及以上信用等级的投标人，最多可对1（具体数量）个标段投标。
但最终只能中1个标段，每个投标人信用等级的认定条件为： 四川省交通运输厅网站上公布的信用等级。
3.4 与招标人存在利害关系可能影响招标公正性的单位，不得参加投标，单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
3.5在“信用中国”网站（http：// /）中被列为失信被执行人名单的投标人，不得参加投标。
