金阳县青花椒现代农业产业园区二期 配套基础设施建设项目监理 (项目名称)监理/标段招标公告 1. 招标条件 1.1 本招标项目金阳县青花椒现代农业产业园区二期 配套基础设施建设项目监理(项目名称)已由金阳县发展改革和经济信息化局 (项目审批、核准或备案机关名称)以金发改经信〔2024〕41号（批文名称及编号）批准建设，项目业主为金阳县农业农村局，建设资金来自衔接资金、县级整合资金及其他资金（资金来源），项目出资比例为 100%，
项目已具备招条件，现对该项目的监理进行公开招标。
1.2 本招标项目由金阳县发展改革和经济信息化局（核准机关名称）核准（招标事项核准文号为)金发改经信〔2024〕41号的招标组织形式为委托招标。
招标人选择的招标代理机构是中鸿汉莎建设 。
2. 项目概况与招标范围2.1 建设
2.4 招标范围：工程量清单及图纸所示范围的全部监理内容及本项目完工后监理单位出具治理后评估报告。
2.5 标段划分：监理 1 个标段。
2.6 质量要求：符合国家现行《工程施工质量验收规范》合格标准。
3. 投标人资格要求 3.1 本次招标要求投标人须具备3.1.1 资质要求：投标人须具备省级及以上自然资源（原国土资源）主管部门颁发的地质灾害治理工程（防治单位）监理 甲 资质。
并在人员、设备、资金等方面具有相应的监理能力。
3.1.2 业绩要求：近 5 年（一般限定在 5 年以内）已完成不少于 3 个类似项目。
类似项目是指 : 2019年01月01日以来（以竣工验收报告时间为准）已完成的地质灾害治理工程监理业绩。
需提供合同协议书、竣工验收报告或完工证明原件复印件。

3.1.3 总监理工程师的资格要求：应具有水文地质、工程地质、环境地质等相关专业 高 （中/高）级及以上技术职称，并至少具有 1 个相关项目业绩证明。
（注：大型及以上，以及技术复杂的地质灾害治理工程监理项目需 具有高级及以上上述技术职称），须为本单位人员（若为联合体投标，须为联合体牵头单位人员）。
3.2 本次招标不接受（接受/不接受）联合体投标。
联合体投标的，应满足下列要求：/。
