工程费用为21304.10万元。
项目位于官桥镇中南部，北接金庄街，南临美人溪、东靠前进古街，中部后田路自北向南穿过。
项目总用地面积为25.35亩，总建筑面积68090m2，主要内容安置房，商业、配套设施用房等。
子项目二：南安市官桥镇生态农业及市政化改造项目。
工程费用为17205.1万元。
项目对南安市官桥镇九十九溪休闲慢道景观项目；官桥镇美人溪景观提升项目；官桥交警至高速路口市政化改造工程。
子项目三：官桥南部产业集聚区建设项目。
工程费用为43728.64万元。
项目位于官桥南部产业集聚区内。
主要建设内容为：道路工程、给排水工程、电气工程路灯照明工程及附属工程、光伏发电工程、智慧停车工程社会停车场等。
主要包括：南环路、内厝路西段及福官路内厝段市政道路改造工程；内厝四路市政道路工程；前梧北路市政道路改造工程；前梧南路、前梧二路及前梧三路市政道路工程；前梧一路市政道路工程；前梧中路市政道路改造工程。
其中：南环路全长约1019.326m，道路等级为城市主干路，设计速度为60km/h，道路宽度50m；内厝路西段全长约797.282m，道路等级为城市主干路。
2.5服务期限：工程建设进度暂定36个月，其中前期工作为12个月，建设工期为36个月，从签订本项目全过程工程咨询服务合同之日起至本项目竣工结算、办理审核结算（若有）、缺陷责任期结束之日止。
2.6全过程工程咨询项目管理目标：①本项目投资控制目标：满足相关规定，经委托人认可的经批复后的概算范围内；②本项目进度目标：满足相关规定、招标文件及招标人要求；③本项目质量目标：各项咨询成果符合现行管理规定，最终施工质量符合国家验收标准；④本项目安全文明目标：本项目要求按照安全文明施工的有关规定进行文明施工、安全生产、消除工程隐患，避免违章作业，无安全事故发生，建立安全文明施工现场。
2.7标段划分：（如有）/ 2.8招标范围：全过程工程项目协调管理：协助业主进行合同管理、投资管理、进度管理、现场管理、验收管理、质量、计划、安全、信息、沟通、风险等管理与协调。
投资决策咨询：包括但不限于投资策划咨询、项目建议书、可行性研究报告、水资源论证、交通评估、压覆重要矿产资源评估、防洪影响评价、文物保护、建筑节能、节能评估、社会稳定风险评估、地质灾害评估、安全评估等；设计咨询：方案设计、工程初步设计（含概算编制）及配合业主办理相关报批工作； 工程勘察：本项目设计和国家规范所要求提供工程初勘，工程施工、验收、备案所需要的配合服务等； 工程监理：包括但不限于完成本项目工程施工及缺陷责任期的监理工作； 造价咨询：含施工图预算编制、工程结算审核、配合财政部门审核及配合完成竣工结算的相关设计、配合优化设计编制的造价对比成果文件等；其他咨询：包括但不限于水土保持监测、环境监测、环保验收、水保验收、材料检测、地灾监测、桩基监测等。
3. 投标人资格要求3.1投标人具备的资质及其等级必须满足下列条件，并在人员、设备、资金等方面具备相应的工程全过程服务咨询能力：建设行政主管部门颁发的有效期内的有效的工程勘察资质，具体为：工程勘察综合类甲级资质或工程勘察专业类（岩土工程（勘察））甲级及以上资质；建设行政主管部门颁发的且在有效期内的工程设计资质，具体为：须具备建设行政主管部门核发有效的工程设计综合甲级资质或同时具备：①工程设计建筑行业甲级或工程设计建筑行业（建筑工程）专业甲级资质和②市政行业甲级资质或市政行业（燃气工程、轨道交通工程除外）甲级资质或市政行业（道路工程、排水工程）专业甲级资质；建设行政主管部门颁发的且在有效期内的工程监理资质，具体为：工程监理综合资质或同时具备：①房屋建筑工程监理甲级资质②市政公用工程监理甲级资质；建设行政主管部门颁发的且在有效期内的工程造价咨询资质，具体为：独立投标人或联合体成员中承担造价咨询任务的单位应具备工程造价咨询业务能力，应当取得具有工程造价咨询经营范围的营业执照，且通过福建省住房和城乡建设政务服务系统(从省住建厅网站：zjt.fujian.gov.cn 的办事服务-福建省住房和城乡建设厅综合监管服务平台-政务服务页面登录)登记企业基本信息；3.2本次招标要求投标人拟投入本项目主要负责人的资格条件：（1）项目总负责 （2）专业咨询负责人勘察咨询负责人（勘察 设计咨询负责人（设计 工程监理负责人（项目总监理工程师）：须具备合格有效的中华人民共和国注册监理工程师（房屋建筑工程或市政公用工程）执业资格，且应是独立投标人或联合体成员中承担监理专业咨询任务的本单位正式在岗职工；造价咨询负责 ①联合体投标的，必须以满足本项目监理资质的工程监理单位为牵头人，联合体组成数量不得超过4家（包括联合体牵头人在内），承担同一专业的咨询单位不得超过1家；②联合体投标的，拟派出的项目总负责人必须由联合体牵头人派出；③联合体各方应按招标文件提供的格式签订联合体协议书，明确联合体各方的工作内容和权利义务。
投标保证金由联合体牵头人负责缴交。

③本招标项目不要求中标人在项目所在地设立分（子）公司，中标人应当依法履行纳税义务。
