1. 招标条件
1.1本招标项目 平昌县X038白衣古镇至黄梅溪段旅游路 (项目名称)已由 平昌县发展和改革局 (项目审批、核准或备案机关名称)以 平发改审[2024]103号 （批文名称及编号）批准建设，项目业主为 平昌畅达交通建设投资 ， 建设资金来自 争取上级补助资金和地方政府配套 （资金来源），出资比例为 100% （出资比例无法确定时填写“/”），
项目已具备招标条件，现对该项目的勘察设计进行公开招标。
2. 项目概况与招标范围
2.1 工程概况： 该道路路线起于平昌县白衣古镇游客中心，与 S101平交相接，利用既有道路约2.23 千米至景区大门附近，而后沿巴河左岸顺老路布线，基本利用既有道路改扩建，途经鱼滩村、黄梅村(与达州交界)、元盘村，路线止于元石镇境内(X038与Y008相交处)，顺接既有道路，路线全长16.935千米。
采用设计速度 30千米/小时，路基宽度7.5 米的三级公路双车道标准建设，路面结构为沥青混凝土路面 ； 2.2 招标范围及服务期限： 2.2.1 招标范围： 本项目的勘察设计（勘察设计阶段完成的工作为： 初勘、初测、初步设计及概算） ； 2.2.2 招标内容 本项目的勘察设计（勘察设计阶段完成的工作为： 初勘、初测、初步设计及概算） ； 2.2.3 标段划分： 勘察设计一个标段 。
2.2.4 服务期限： 12个月 。
3. 投标人资格要求
3.1 投标人资格条件： 详见投标人须知前附表附录资格审查条件。
3.2 本次招标: ? 接受联合体投标，联合体所有成员数量不得超过 2 家，联合体应具有的资格条件要求： 详见投标人须知前附表附录资格审查条件。
3.3 每个投标人最多可对 1 个标段投标，但只允许中 1 个标； □ 投标截止日在四川省交通运输厅网站公布评定为 信用等级的投标人，最多可对 1 个标段投标，但只允许中 1 个标段。
（中2个及以上标段时，每个标段拟投入主要人员不得相同）。
3.4 与招标人存在利害关系可能影响招标公正性的单位、不得参加投标。
法定代表人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
