附属设备采购标段（第三次）招标公告
招标条件
1.1本招标项目四川省达州市固军水库工程（项目名称）已由国家发展和改革委员会（项目审批、核准或备案机关名称）以发改农经〔2020〕1668号(批文名称及编号）批准建设，项目业主为达州市大型水利工程建设管理中心，建设资金来自中央补助及省市自筹（资金来源），项目出资比例为100%，
项目已具备招标条件，现对该项目水轮发电机组及其附属设备采购进行公开招标。
1.2本招标项目为四川省行政区域内的国家投资工程建设项目，国家发展和改革委员会（核准机关名称）核准发改农经〔2020〕1668 号（招标事项核准文号为）的招标组织形式为公开招标。
招标人选择的招标代理机构是中鼎远发建工集团 。
项目概况与招标范围
2.1建设
水库总库容1.27亿立方米，防洪库容0.89亿立方米；正常蓄水位494米，死水位473米，汛期限制水位474米，设计洪水位494.5米，校核洪水位494.92米；水库最大坝高77.4米，坝型为碾压混凝土重力坝。
电站装机1.16万千瓦，预计首台机组投运时间为2025年8月。
2.3招标范围：招标范围为下列合同设备的设计、制造、工厂检验、出厂验收、包装、运输（包括途中的转运以及卸车等工作内容、含到达工地的所经道路需办理的公路运输手续和桥梁加固）、保险、税金、工地开箱检查、指导安装与安装质量监督、设计联络会、现场试验、试运行、交接验收、图纸和资料、协调和配合及培训等全部费用及风险（包括物价和汇率变化）。
（1）水轮机及其附属设备、自动化元件、专用工器具和备品备件1）2台套额定功率为5.0MW的立轴混流式水轮机；2）1台套额定功率为2.094MW的立轴混流式水轮机；3）3套配套的由承包人提供的水轮机自动化元件；4）1套水轮机备品备件 (大机)；5）1套水轮机备品备件 (小机)；6) 1套水轮机专用工器具 (大、小机共用)。
（2）发电机及其附属设备、自动化元件、专用工器具和备品备件1）2台套额定容量为4.8MW/6MVA的三相交流同步水轮发电机；2）1台套额定容量为2.0MW/2.5MVA的三相交流同步水轮发电机；3）3套配套的由承包人提供的发电机自动化元件；4）1套发电机备品备件（大机）；5）1套发电机备品备件（小机）；6）1套发电机专用工器具（大、小机共用）。
（3）调速器和油压装置及附属设备、自动化元件、专用工器具和备品备件1）2台套 YWT-5000-16 型调速器和油压装置及附属设备；2）1台套 YWT-1800-16 型调速器和油压装置及附属设备；3）3套配套的由承包人提供的调速器自动化元件；4）1套备品备件（大机调速器）；5）1套备品备件（小机调速器）；6）1套专用工器具（大、小机共用）；具体供货范围详见工程量清单和技术标准和要求。

投标人资格要求
3.1本次招标要求投标人须具备3.1.1资质要求： 具有独立法人资格的水电设备制造企业 ，并具有与本招标项目实施相应的技术能力、制造经验、制造与检验设备、技术人员和技术工人力量、质量保证能力。
3.1.2投标人业绩要求：投标单位自2014年1月1日以来（以合同签订日期为准）至少具有1个已完成的中国境内的水电站立式混流水轮发电机组供货业绩（单机容量不小于5MW且转轮直径D1不小于φ1500mm的混流式水轮机，须提供合同复印件、用户运行证明书)。
3.2 本次招标□接受?不接受联合体投标。
联合体投标的，应满足下列要求： / 。
3.3 一个制造商对同一品牌同一型号的设备，仅能委托一个代理商参加投标。
