1. 招标条件
1.1本招标项目 自贡市沿滩区瓦市镇沱湾村至余家冲幸福美丽乡村路绕场段 (项目名称)已由 自贡市沿滩区发展和改革局 (项目审批、核准或备案机关名称)以 自沿发改项批[2023]25号 （批文名称及编号）批准建设，施工图设计已由 自贡市沿滩区交通运输局 （批准机关名称）以 自沿交发[2023]102号 （批文名称及编号）批准建设，项目业主为 自贡市沿滩区瓦市镇人民政府 ， 建设资金来自 区本级追加资金 （资金来源），项目出资比例为 100% ，招标人为 自贡市沿滩区瓦市镇人民政府 。项目已具备招标条件，现对该项目施工进行公开招标。
1.2本招标项目为四川省行政区域内的国家投资工程建设项目， 自贡市沿滩区发展和改革局 （核准机关名称）核准（招标事项核准文号为 自沿发改项批[2023]25号 ）的招标组织形式为 委托招标 。 招标人选择的招标代理机构是 重庆大正建设工程经济技术有限公司。
2. 项目概况与招标范围
2.1 建设地点： 沿滩区瓦市镇沱湾村 ；
2.2 建设规模： 项目起于瓦市镇场镇西侧沱湾村与现状板牛路相交（起点桩号：K0+000），沿瓦市镇场镇南面展线，在K1+075场镇南侧与自富路相交，止于场镇东侧余家冲与现状板牛路相交（止点桩号：K1+843.690），路线全长1.843km。路基宽度7.9米，路幅组成为7.9米=0.5米砼路肩+2 X 3.45米行车道+0.5米砼路肩。路面结构采用4cm AC-13C细粒式改性沥青混凝土上面层+5cm中粒式沥青混凝土AC-16C下面层+25cm水泥稳定碎石基层+25cm水泥稳定碎石底基层+15cm 级配碎石垫层。并配套建设相关交通安全设施 ；
2.3 计划工期： 12个月 ；
2.4 招标范围 ：本项目施工图设计文件范围内及本次工程量清单表中所包含的项目全部内容及缺陷责任期内的缺陷修复 ；

3. 投标人资格要求
3.1 本次招标要求投标人须具备 ①独立法人资格；②具有住房和城乡建设部颁发的公路工程施工总承包叁级及以上 资质，近 3 （0-5）年已完成不少于 2 （0-3） 个类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。
投标人应进入交通运输部“ 全国公路建设市场信用信息管理系统（http：//glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。
3.2 本次招标:
? 不接受联合体投标。
3.3 各投标人均可就上述标段中的 1 （具体数量）个标段投标。 被招标项目所在地省级交通运输主管部门评为 C级及以上且未处于投标信用评价禁止投标期内 信用等级的投标人，最多可对 1 （具体数量）个标段投标。 但最终只能中 1 个标段，每个投标人信用等级的认定条件为： 四川省交通运输厅网站上公布的信用等级。
3.4 与招标人存在利害关系可能影响招标公正性的单位，不得参加投标，单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
3.5 在“信用中国”网站（http ：//www.creditchina.gov.cn/）中被列为失信被执行人名单的投标人，不得参加投标。
4. 招标文件的获取
4.1 凡有意参加投标者，请于 2023年11月11日 起登陆《自贡市公共资源交易平台：自贡市工程建设项目电子招投标系统》（http://login.sccin.com/?zigong）工程建设投标系统入口，凭数字证书免费下载招标资料（招标文件、技术资料等）。
4.2 除上述方式外，招标人不提供其他任何报名和招标文件获取的方式。
5. 投标文件的递交
5.1投标文件递交的截止时间（投标截止时间，下同）为 2023年12月05日 09时15分 ，投标人应在投标截止时间前在《自贡市公共资源交易平台：自贡市工程建设项目电子招投标系统》（http://login.sccin.com/?zigong）工程建设投标系统在线递交经投标人数字证书签名制作的数据电文形式投标文件。开标地点为 自贡市公共资源交易服务中心 。
5.2本项目采用“双信封”模式开评标【即：第一个信封（商务及技术文件）和第二个信封（报价文件）】。逾期在线递交的投标文件，招标人将予以拒收。
6. 发布公告的媒介
本次招标公告在《全国公共资源交易平台（四川省）》和 四川建设网 (公告发布的其它媒介名称）上发布。
