中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）东海西湖石油天然气作业公司（以下称为“招标人”）委托，就中海石油(中国)东海西湖石油天然气作业公司HIPPS系统采购进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of High Integrity Pressure Protection System by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技术规格：
高完整性压力保护系统2套 。高完整性压力保护系统（HIPPS）用于快速切断压力源，防止系统过压并保护下游设备。HIPPS 系统包括逻辑解算器、HIPPS 球阀、压力变送器和 HIPPS 控制柜等，按照成橇形式供货。请详见请购文件。

3. 对投标人的资格和业绩要求：

Requirements for Qualification of Bidder
A. 如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
★B. 本次采办的HIPPS应成橇形式供货，投标人应为逻辑解算器的制造商或唯一授权集成商。投标人可自行成撬，也可委托第三方成撬，但成撬商须具有有效期内的TS证书 ，其中TS证书应为 A1级压力管道元件制造证及以上资质。国外成撬商未获取TS证书的，应取得特种设备型式试验证书，认证级别应达到压力管道元件制造A1及以上级别。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（https://cnse.e-cqs.cn/info-pub/pub）或省级特种设备公示信息平台核实”。
HIPPS purchased shall be supplied in the form of skid, and the bidder shall be the manufacturer or sole authorized integrator of the logic solver of HIPPS.The successful bidder must have a valid TS certificate, which should be an A1 level pressure pipeline component manufacturing certificate or above. Foreign pry operators who have not obtained the TS certificate should obtain a special equipment type test certificate, with a certification level of A1 or above for pressure pipeline component manufacturing.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ https://cnse.e-cqs.cn/info-pub/pub ）Verify.
★C.HIPPS系统中涉及的阀门制造商如果为国内制造商，应取得TS证书，其中TS证书应为A1级压力管道元件制造证及以上资质；如果是国外制造商则应取得特种设备型式试验证书，认证级别应达到压力管道元件制造A1及以上级别。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（https://cnse.e-cqs.cn/info-pub/pub）或省级特种设备公示信息平台核实”。
Valves(TS A1) of HIPPS (Domestic manufacturers) shall obtain a special equipment manufacturing license of China.The TS certificate should be an A1 level pressure pipeline component manufacturing certificate or above qualification.Foreign products , The certification level should reach A1 or above in the manufacturing of pressure pipeline components.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ https://cnse.e-cqs.cn/info-pub/pub ）Verify.

★（2）业绩要求Requirement for Bidder's reference:
业绩要求1：2018 年1月1日至截标日（以合同签订时间为准），所投逻辑解算器的制造商至少有1项逻辑解算器在天然气介质管线上用于HIPPS系统的供货业绩。
From Jan. 1st, 2018 to the deadline of bids submission stipulated.The manufacturer of the logic solver must have at least one supply performance of the logic solver used in the HIPPS system on natural gas medium pipelines
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。
业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（应有双方盖章）、货物名称、技术要求（设备所属油气生产装置类型、逻辑解算器品牌或制造商名称）、到货验收材料。
未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Signing time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrateSigning time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival，shall be deemed as unqualified performance.
业绩要求2： 2018年1月1日至投标截止日（以合同签订时间为准），投标人所投HIPPS球阀的制造商应具有至少2台在HIPPS系统中的供货业绩且技术规格满足1台尺寸不低于18吋、压力等级不低于1500磅，以及1台尺寸不低于22吋、压力等级不低于900磅。或者，投标人所投HIPPS球阀的制造商应具有至少1台在HIPPS系统中的供货业绩且技术规格满足尺寸不低于22吋、压力等级不低于1500磅。上述阀门密封形式均为硬密封的技术要求。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（应有双方盖章）、制造商名称、货物名称、技术要求（尺寸、压力等级、密封形式、应用HIPPS系统上）。
未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。
From January 1, 2018 to the bid deadline (subject to the contract signing date), the manufacturer of the HIPPS ball valve submitted by the bidder shall have the supply performance of at least two sets in the HIPPS system and meet the technical specifications of one set with a size of not less than 18 inches and a pressure rating of not less than 1500 pounds, and one set with a size of not less than 22 inches and a pressure rating of not less than 900 pounds. Alternatively, the manufacturer of the HIPPS ball valve submitted by the bidder shall have the supply record of at least one HIPPS ball valve in the HIPPS system and the technical specifications meet the size of not less than 22 inches and the pressure rating of not less than 1500 pounds. The above valve sealing forms are the technical requirements of hard sealing. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (sealed by both parties), manufacturer name, goods name, technical requirements (size, pressure grade, sealing form, application on natural gas pipelines).
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the performance requirements above, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Feb 9 2024 to Feb 15 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
