法国开发署贷款宁德市建设自然与文化遗产保护和合理利用示范工程项目第六包：大碑溪、万安公园、茶盐古道初步和深化设计研究与工程（EPC）项目（招标编号：0703-2450CIC2P001）开标时间为2025年1月22日10:00，开标结束后随即展开了评标工作，评标报告于2025年1月23日获得了法国开发署的不反对意见，现将评标情况公示如下：

Bid Opening Ceremony of Ningde City Utilizes AFD Loans to Construct a Demonstration Project for Natural and Cultural Heritage Protection and Reasonable Utilization Lot 6: Preliminary and advanced design studies and works (EPC) of Dabei River, Wan'an Park and the Salt-Tea Road River (Bid No.：0703-2450CIC2P001) was held on 10:00 a.m. January 22, 2025, the Bid Evaluation was conducted after the bid opening immediately. The evaluation report was approved by AFD on January 23, 2025, and the evaluation results are now publicly announced as follows:

经确认，仅有的递交投标文件的两个投标人存在违反招标文件第一章投标人须知第4.2(a)条：“投标人不得有利益冲突。任何被发现存在利益冲突的投标人将被取消资格。在以下情况下，投标人可被视为在本采购过程中存在利益冲突：（a）直接或间接控制另一投标人、受另一投标人控制或与另一投标人受共同控制”规定的情形，被视为存在利益冲突，均被取消资格。本项目作流标处理。

It has been confirmed that the only two bidders who submitted the bid documents violated the rule of ITB 4.2 (a) specified in Section I - Instructions to Bidders in the Bidding Documents, i.e. "Bidder shall not have a conflict of interest. Any Bidder found to have a conflict of interest shall be disqualified. A Bidder may be considered to have a conflict of interest for the purpose of this procurement process, if the Bidder: a) Directly or indirectly controls, is controlled by or is under common control with another Bidder", shall be deemed to have a conflict of interest and shall be disqualified. Therefore the project was deem to a Unsuccessful bidding process.
