3、投标人资格要求

投标人需提供以下文件
The following documents must be provided
*（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料。
*（2）投标产品原产地在关境外的投标人必须是制造商或其下属子公司。
*（3）投标产品原产地在关境内的投标人必须是制造商（不接受代理商投标）。
*（4）投标人未被中国石油招标投标网(www.cnpcbidding.com)暂停或取消投标资格。（根据《中国石油天然气集团有限公司投标人失信行为管理办法》的规定，失信分达到8分时，暂停投标人的投标资格半年；失信分达到9分时，暂停投标人的投标资格一年；失信分达到10分暂停投标人的投标资格两年。失信分10.5分及以上，或在暂停期间再次发生失信行为的，取消集团公司范围内的投标资格三年。期满重新获得投标人资格的，失信分不清零，有效期顺延三年。）上述内容以评标委员会现场在对应网站的查询结果为准。
*（5）投标人未被纳入中石油集团公司供应商、承包商、服务商黑名单（集团公司供应商、承包商、服务商黑名单可在中国石油招标投标网/www.cnpcbidding.com查询）。上述内容以评标委员会现场在对应网站的查询结果为准。
*（6）距开标之日前一年内，投标人在中国石油物资有限公司组织的招标活动中对评标结果的无效投诉（包括中石油集团公司机电办处理结果为：不予受理、驳回、维持原评标结果）达到一次及以上的，投标将被否决。
*（7）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。
*（8）第八章中要求的其他合格的资格证书。

(According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder's bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder's bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder's qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
