Normal style='text-indent:24.0pt;line-height:150%'>本项目为定点加油采购服务，为深能环保发展（佛冈）有限公司日常作业车辆提供定点加油采购服务。项目地点位于广东省清远市佛冈县石角镇兴业西路41号铺具体内容详见技术规范书。

Normal style='text-indent:24.0pt;line-height:150%'>本项目招标范围：为深能环保发展（佛冈）有限公司日常作业车辆提供定点加油采购服务，服务期为1年；具体内容详见技术规范书。日常作业车辆用油使用0#柴油、92#汽油作为燃料，暂估的用油数量如下：

注：甲方不排除因生产方案改变导致的供应减少甚至取消的风险，此风险由投标人负担。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（1）本次投标采用深圳能源集团电子招标投标平台（以下简称″深能招标平台”）电子投标（简称″线上”）方式。投标人须登陆深圳能源集团电子招标平台（http://www.dlztb.com/file/upload/zbwj/sgcc/ru12zp1zi3z>）完成本次招投标活动所需相关操作。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平台注册、CA办理：投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>3）招标文件澄清质疑：招标文件的质疑发出后请通过邮件或者电话方式通知招标代理，须同时提供可编辑版和盖章版。澄清回复将在″深能招标平台”线上发布。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>4）保证金：通过广咨电子招投标交易平台网站（www.gzebid.cn）缴纳。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>5）投标文件制作：投标文件应严格按照招标文件要求进行编制，文件大小应不超过500M。投标文件不支持PDF直接上传。法定代表人证明书、法定代表人授权书必须加盖投标人实体公章（法定代表人授权书需由法定代表人签字），投标人须将此文件扫描后放入WORD中进行上传，其他文件如无特殊要求可加盖本平台CA电子章。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>6)熟悉系统及测试投标：投标人需至少在项目投标截止时间前两个工作日，用空白文档测试投标文件的制作、电子签章及导出等操作。确认签章是否成功，并核实导出标书中的开标一览表报价是否为制作标书时所编辑的内容。如遇到问题，请及时咨询平台技术支持解决。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>7）开标：在开标时间各投标人通过″深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>8）不同投标人的电子投标文件中包含的计算机网卡MAC地址、CPU序列号和硬盘序列号信息均相同的，其投标将被否决。
