中化建国际招标有限责任公司（以下称为″招标代理机构”），中国海洋石油集团有限公司的全资子公司，受海洋石油工程股份有限公司（以下称为″招标人”）委托，就海油工程-东方1-1气田CCUS提高采收率项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交电子密封投标：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by Offshore Oil Engineering Co., Ltd.(hereinafter referred to as ″Procuring Entity(Company/Purchaser/Buyer)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of COOEC-Engineering Company-DF1-1 Gas Field Ccus For Enhance Gas Recovery. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

项目概况：本次招标项目为设计院东方1-1气田CCUS提高采收率项目采购4台海水提升泵。
Project Summary：This tendering project is for the procurement of 4 seawater lift pumps for the Dongfang 1-1 Gas Field CCUS Enhanced Oil Recovery Project by the Design Institute.
资金到位或资金来源落实情况：已落实。
Fund availability or the status of fund source confirmation: Confirmed.
项目已具备招标条件的说明：已具备。

For Goods to be offered and supplied from outside PRC customs territory: CIF Qingdao Port for shipments on or before August 29, 2026; CIF Hainan Yangpu Port for shipments after August 29, 2026.
3. 对投标人的资格和业绩要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）资格要求 Eligibility Requirements ★
A. ★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★不接受代理Bid by an agent is not acceptable
投标人应为所投货物的制造商。不接受代理商投标。
The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.
C. ★是否接受联合体投标：否
Is any bid by a consortium or a joint venture accepted? No.
D. ★未领购招标文件是否可以参加投标:不可以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
（2）资质要求及证明文件Qualification Requirements and Supporting Documents
不适用 Not applicable
（3）业绩要求Requirement for Bidder's Past Performance★:
2009年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少1台的潜没式海水提升泵产品的供货业绩（供货业绩的制造商必须是投标人），且同时满足额定流量不小于2000m3/h和扬程不小于95米，介质为海水的技术要求。如合同或到货验收材料上未体现上述技术要求，投标人需提供合同相关技术文件或证书体现上述技术要求。
Subject to the contract signing date, the bidder shall have at least one set evidencing its supply performance records of submerged Seawater Lift Pump products from January 1, 2009 to the bid close date,and the manufacturer of such supplied products must be the same manufacturer of the products to be offered in this bid,. meeting the Rated Flow ≥2000m3/h and head ≥95m ,The working medium is seawater technical requirements.If the above technical requirements are not reflected in the contract or the arrival acceptance documents, the Bidder shall provide other relevant documents such as contract-related technical documents or certificates to demonstrate the above technical requirements.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）合同；2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其它可以证明合同项下货物已经到货验收的有效证明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称（潜没式海水提升泵）、流量不小于2000m3/h、扬程不小于95米、介质为海水的技术要求，用户签字或盖章的到货验收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods is submersible seawater lift pump; the Rated Flow ≥2000m3/h and head ≥95m,The working medium is seawater technical requirements; and the goods arrival acceptance signed or stamped by the client.
若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下，提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。
If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有兴趣的投标人可通过以下方式获取招标文件
Interested bidders may obtain the solicitation documents through the following method:
从2026年6月4日开始至2026年6月11日止，请登录中国海油供应链数字化平台(https://bid.cnooc.com.cn/）的″招标公告”页面进行购买。
Bidders are requested to log in to the ″Tender Announcement” page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation Documents from _June_(MM)_4_(DD) 2026 to June_(MM)11_(DD) 2026.
首次登录必须先进行注册（免费），注册方式选择″自主注册公开招标”。选择其他注册方式将导致注册失败。注册成功后，方可购买招标文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注册公开招标" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投标人须在线填写″购买招标文件登记表”，并在线支付标书款。支付成功后，投标人可自行下载招标文件。招标文件每套售价为人民币200元或25美元，售后不退。文件发售费用用于印刷和邮寄招标文件/资格预审文件。有邮寄需求的请在支付时备注收件人相关信息。
The bidder is requested to fill in the "购买招标文件登记表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

5. 投标文件的递交 Submission of Bid

所有投标文件都应附上按规定提交的投标保证金，并于2026年6月25日上午9:00（北京时间）前线上提交至机电产品招标投标电子交易平台（http://www.chinabidding.com)。在此时间后收到的投标文件恕不接受。
Deadline and Method for Submission of Bid Documents:
All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the website http://www.chinabidding.com before 9:00 a.m. (Beijing Time) on June 25, 2026. Bid documents received after this time will not be accepted.

The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform at the same time.
9. 注册及评标结果发布Registration and Publication of Bid Evaluation Results
投标人在投标前应在″机电产品招标投标电子交易平台”（或″必联网”http://www.ebnew.com）完成注册及信息核验。评标结果将在″机电产品招标投标电子交易平台”和″中国海油供应链数字化平台”上发布。
Before submitting a bid, bidders shall complete registration and information verification on the Electronic Trading Platform for Mechanical and Electrical Products Bidding (or EBNew: http://www.ebnew.com). The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
