Normal style='text-indent:24.0pt;line-height:150%'>深能保定热力有限公司2026年至2028 年度客服及行政辅助劳务外包服务，服务范围包含但不限于客服人员、司机、安全稽查员、工程资料管理员等岗位工作，具体如下：
Normal style='text-indent:24.0pt;line-height:150%'>长期工：服务期限 2026 年 8 月 1 日至 2028 年 7 月 31 日，劳务人员 17 人，其中客服人员 13人、司机 2 人、安全稽查员 1 人、工程资料管理员 1 人。

Normal style='text-indent:24.0pt;line-height:150%'>5.1投标人必须是在中华人民共和国境内注册、具有独立法人资格、有能力为本项目提供服务、能独立承担民事责任能力的服务商，同一法定代表人的企业或有隶属关系（母公司与全资子公司或其控股公司）的企业不得同时参加本招标项目投标，否则投标均无效（证明材料：提供《营业执照》复印件，加盖投标人公章或电子章）；
Normal style='text-indent:24.0pt;line-height:150%'>5.2 投标人近10年内（自2016年1月1日至投标截止日）须至少具有一项劳务外包服务项目业绩（证明文件：提供合同复印件，加盖投标人公章，合同中须清晰体现上述评审内容）；
Normal style='text-indent:24.0pt;line-height:150%'>5.3投标人未被列入国家企业信用信息公示系统（http://www.gsxt.gov.cn/index.html）、信用中国（www.creditchina.gov.cn）的严重失信名单或经营异常名单，以及未被列入″信用电力”网站（creditpower.cec.org.cn）″黑名单”；（证明材料：提供网络截图资料，加盖投标人公章或电子章，最终以评标委员会在开标当日的网站查询结果为准）；

Normal style='text-indent:24.0pt;line-height:150%;background:white'>7.2获取方式：深圳能源集团电子招标投标平台获取。投标人须下载并填写《招标文件获取信息表》（提供Word及盖章的PDF版）、《招标廉政告知函》（提供盖章的PDF版）,并连同招标文件购买《缴费凭证》通过平台上传。（附件下载地址：深圳能源电子招标平台报名界面）投标人必须完整阅读办事指南，并根据办事指南要求完成平台注册、通过平台完成项目报名、支付费用后联系招标代理人确认。操作方法详见深圳能源电子招标平台-办事指南（https://zb.sec.com.cn/banshi/index.jhtml）。投标人须在深能电子招标平台上注册并办理数字证书（CA），绑定数字证书（CA）后方可下载招标文件（平台专用格式）。

Normal style='text-indent:24.1pt;line-height:150%;background:white'>（1）本次投标采用深圳能源集团电子招标投标平台（以下简称″深能招标平台”）电子投标（简称″线上”）方式。投标人须登陆深圳能源集团电子招标平台（https://zb.sec.com.cn/）完成本次招投标活动所需相关操作。

Normal style='text-indent:24.1pt;line-height:150%;background:white'>1）平台注册、CA办理：投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

Normal style='text-indent:24.1pt;line-height:150%;background:white'>3）招标文件澄清质疑：招标文件的质疑发出后请通过邮件或者电话方式通知招标代理，须同时提供可编辑版和盖章版。澄清回复将在″深能招标平台”线上发布。
Normal style='text-indent:24.1pt;line-height:150%;background:white'>4）保证金：投标保证金可采用银行转账方式，应于截标前汇至招标代理指定账户（与购买招标文件电汇账户一致）。

Normal style='text-indent:24.1pt;line-height:150%;background:white'>7）开标：在开标时间各投标人通过″深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。
