Normal style='line-height:150%;layout-grid-mode:char'>2.3.3投标人须同时参加上述两个标段的投标，并以标段为单位，分别制作两个标段的投标文件（其中商务和技术投标文件无需按标段分别制作，在商务和技术投标文件的封面上注明″标段一、标段二”即可，但报价投标文件则必须按照两个标段分别制作，不能在同一份投标文件中出现两个标段的报价），否则其投标将会被否决；
