Normal style='text-indent:24.0pt;line-height:150%'>深能锡林郭勒西乌珠穆沁旗电网侧压缩空气储能项目位于内蒙古自治区锡林郭勒盟西乌珠穆沁旗巴彦花镇境内，项目建设规模为3×350MW/4200MWh（持续发电4小时）非补燃式压缩空气500kV储能电站一座，其中地面电站工程主要建设内容包括500kV升压站、压缩空气系统、透平膨胀发电系统、储热及换热系统、储气系统、电气系统、水处理系统及配套附属设施等，项目计划2027年12月20日前完成全部机组满功率充放三次。

Normal style='text-indent:24.0pt;line-height:150%'>深能锡林郭勒西乌珠穆沁旗电网侧压缩空气储能项目地面电站工程主要设备监造服务工作，工作范围主要包括到设备生产车间（驻厂）针对设备制造和生产过程中的工艺流程、制造质量、性能试验、设备生产进度等方面进行全过程监督和检验，并出具设备监造报告。
Normal style='text-indent:24.0pt;line-height:150%'>设备监造范围包括但不限于空气压缩机组、透平膨胀发电机组、储换热系统（含换热器、球罐、冷却塔、气水分离器等设备）、电气设备（含500kV主变压器、GIS设备、开关柜等核心电气设备）等。

Normal style='text-indent:24.0pt;line-height:150%'>5.1 投标人须具有中华人民共和国境内注册的独立企业法人或其他组织资格；（证明文件：须提供投标人的营业执照或其他组织复印件）
Normal style='text-indent:24.0pt;line-height:150%'>5.2 投标人须具有中国设备监理协会核发的设备监理专业（电力工业：火力发电站设备）甲级设备监理单位资格证书；（证明文件：提供有效的资质证书复印件）
5.3 业绩要求：投标人须具有以下设备监造合同业绩之一：
5.3.1须具有压缩空气储能项目主要设备（包含压缩机、透平机、发电机）监造服务合同业绩；
5.3.2须具有单机规模350MW或以上的火电项目主要设备（包含汽轮机、发电机）监造服务合同业绩。

Normal style='text-indent:24.0pt;line-height:150%'>5.4投标人拟派项目总监造工程师（项目负责人）须同时满足以下资格要求：
Normal style='text-indent:24.0pt;line-height:150%'>5.4.1项目总监造工程师须具有担任压缩空气储能项目（包含压缩机、透平机、发电机）或单机规模350MW及以上的火电项目主要设备（包含汽轮机、发电机）监造服务项目总监造工程师（项目负责人）业绩；
Normal style='text-indent:24.0pt;line-height:150%'>5.4.2项目总监造工程师须具有设备监理师职业资格登记证书或注册设备监理工程师证书，且为投标人单位正式员工。
Normal style='text-indent:24.1pt;line-height:150%'>（证明文件：提供有效期内的资格证书复印件，人员任职证明，人员业绩需提供合同关键页复印件，其提供的资料中应清晰体现人员信息；提供由社保机构出具的、能够证明项目总监造工程师为拟派单位正式在岗职工的社保证明：投标截止日期前6个月（不含投标截止当月）内任意连续3个月的社保缴纳证明。）
Normal style='text-indent:24.0pt;line-height:150%'>5.5投标人未被列入国家企业信用信息公示系统（http://www.gsxt.gov.cn/index.html）、信用中国（www.creditchina.gov.cn）的严重失信名单或经营异常名单（证明文件：投标人无须提供证明文件，以评标委员会当天查询结果为准。）

Normal style='text-indent:24.1pt;line-height:150%;background:white'>7）开标：在开标时间各投标人通过″深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。
