中化建国际招标有限责任公司（以下称为″招标代理机构”），中国海洋石油集团有限公司的全资子公司，受中海壳牌石油化工有限公司公司（以下称为″招标人”）委托，就中海壳牌惠州聚碳酸酯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交电子密封投标：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project(hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 招标条件 Preconditions for Solicitation
项目概况：中海壳牌石油化工有限公司（以下简称″中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州聚碳酸酯项目，以实现其打造世界级、高度一体化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC HuizhouPolycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2. 招标内容 Subject Matter of Procurement

主要技术规格：电缆穿隔密封装置主要组成为EPDM密封模块，具有抗爆、耐火、防爆、水密、气密、烟毒安全性等功能。详见第八章附件1电缆穿隔密封装置报价清单
Main Specifications？: The Multi-Cable Transit Devices are mainly composed of EPDM sealing modules,featuring functions such as blast resistance,fire resistance,explosion-proofing, water-tightness, gas tightness,and smoke toxicity safety . 3. 对投标人的资格和业绩要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）★资格要求Requirements for Qualifications of the Bidder
A. 如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
B. 如果投标人所投货物非投标人自己制造，投标人应得到所投货物制造商同意其在本次投标中提供该货物的正式授权书。投标时提供制造商授权书原件的扫描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.？

Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
（2）★资质要求 Qualification Requirement
C. 电缆穿隔密封装置应满足Ex eb IIC Gb的防爆等级要求，并提供防爆认证机构颁发的《防爆合格证》和CCC《中国国家强制性产品认证证书》，防爆认证机构必须为国家授权防爆认证机构或国家认证认可监督管理委员会认可的国际权威认证机构（如：IECEx）。
Multi-Cable Transit Devices shall comply with the explosion protection rating of Ex eb IIC Gb. The products shall be accompanied by the Explosion-Proof Certificate issued by an authorized explosion protection certification body, as well as the CCC (China Compulsory Certification) Certificate. The certification bodies must be nationally authorized explosion protection certification institutions or internationally recognized authoritative certification bodies accredited by the Certification and Accreditation Administration of the People's Republic of China (e.g., IECEx).
（3）★业绩要求Requirement for Bidder's Past Performance:
2016年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有电缆穿隔密封装置（或电缆穿墙密封模块）的至少2个合同业绩，且每个业绩至少包含不少于10套电缆穿隔密封装置（或电缆穿墙密封模块）或密封装置总面积不少于3平方米。
同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为投标人所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产品制造商属于同一集团。
若投标人为所投产品的代理商，则除以上业绩要求外，投标人还应具有自2023年1月1日至投标截止日(以合同签署日期为准)，至少 1 个合同的代理类似产品（电缆穿隔密封装置）的销售业绩。
From January 1, 2016 to the bid deadline (based on the contract signing date), the manufacturer of the products offered by the bidder shall have at least two contract performances records for Multi-Cable Transit Devices(or cable wall penetration sealing modules). Each performance shall cover no less than 10 sets of Multi-Cable Transit Devices (or cable wall penetration sealing modules), or the total area of the sealing devices shall be no less than 3 square meters.？
？Performance records of products manufactured by different manufacturers within the same group globally (i.e., wholly-owned subsidiaries, controlling subsidiaries, or manufacturing plants under the same group) shall be deemed as the performance records of the manufacturer of the product submitted by the bidder. The bidder shall provide an explanatory letter clarifying that the manufacturer of the product submitted and the manufacturer of the product meeting the above performance requirements belong to the same group.？
If the bidder is an agent of the products being tendered, in addition to the above performance requirements, the bidder must also have a sales record of at least one contract for similar products (Multi-Cable Transit Devices) from January 1, 2023, to the bid submission deadline (based on the contract signing date).
投标人须提交相关业绩证明文件。业绩证明文件包括：1）合同。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、供货数量（套数或装置总面积）。
Bidders must submit relevant performance supporting documents. The performance supporting documents include: 1) Contract. The performance supporting documents submitted by the bidder must at least reflect the following content: contract signing date, contract signing page (domestic trade contracts should bear the seals of both parties, while international trade contracts should bear the signatures or seals of both parties), name of goods, quantity of supply(number of sets or total device area).
若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单均算为1个业绩。
If the performance contract is a non-fixed total price agreement, in addition to providing the agreement, the corresponding order should also be provided, and the order content or number should be associated with the agreement. Providing one or more orders under the same agreement counts as one performance.
若投标人为所投产品的代理商，则除上述相关业绩证明文件外，还需提供类似产品（电缆穿隔密封装置）代理销售业绩的证明文件。业绩证明文件包括：销售合同。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、卖方名称、货物名称、供货数量（套数或装置总面积）。
If the bidder is the agent of the product being bid on, in addition to the relevant performance certification documents mentioned above, proof of sales performance of similar products(Multi-Cable Transit Devices) the agent must also be provided. Performance certification documents include sales contracts and technical agreements. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), seller name, and product name，quantity of supply(number of sets or total device area).
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

从2026年06月04日开始至2026年06月11日止，请登录″中国海油供应链数字化平台系统”(https://bid.cnooc.com.cn）的″招标公告”页面进行购买。
Bidders are requested to log in to the "招标公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform System (https://bid.cnooc.com.cn) to purchase the Solicitation Documents from June.4th, 2026 to June.11th, 2026.
首次登录必须先进行注册（免费），注册方式选择″自主注册公开招标”。选择其他注册方式将导致注册失败。注册成功后，方可购买招标文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注册公开招标" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投标人须在线填写″购买招标文件登记表”，并在线支付标书款。支付成功后，投标人可自行下载招标文件。招标文件每套售价为人民币200元或25美元，售后不退。文件发售费用用于印刷和邮寄招标文件/资格预审文件。有邮寄需求的请在支付时备注收件人相关信息。
The bidder is requested to fill in the "购买招标文件登记表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

9. 注册及评标结果发布Registration and Publication of Bid Evaluation Results
投标人在投标前应在″机电产品招标投标电子交易平台”（或″必联网”http://www.ebnew.com）完成注册及信息核验。评标结果将在″机电产品招标投标电子交易平台”和″中国海油供应链数字化平台”上发布。
Before submitting a bid, bidders shall complete registration and information verification on the Electronic Trading Platform for Mechanical and Electrical Products Bidding (or EBNew: http://www.ebnew.com). The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
